The CTD file is comma separated text, CTD_July22.csv; the first 
three rows are header information. Each CTD cast occupies 4 columns of data.
The structure of each four column cast is as follows:
Row1: Latitude (ddmm.mm), latitude designator (N or S), longitude (ddmm.mm),longitude designator (E or W)
Row2: Time (Z) (hhmmss), day of month (d), month of year (m), year (yyyy)
Row3=column labels: Depth (m), Sound speed (m/s), Temperature (oC), Salinity (ppt)
